This error has been my nightmare for the last week. Microsoft issued a security update that is deleting this file or breaking the links to it. This is a very important .dll file for Windows's based touch screens and a lot of software.
Many sites go into great detail about why, what and how, but people just want it fixed. Download the file below and install it, it's just Visual Studio C++, it is needed on a lot of programs and once installed it will fix the missing .dll eror. If you must know the grit just Google it.
