Then in late October a couple moved into one of the basement apartments. From the very beginning the landlord started asking me how they were, what they were like. He knew they might be bad. The man and woman both are covered with prison tattoos, and from their ravished bodies it appears they are meth users. (My sister got addicted to meth, I saw her body.) Over the remainder of October and November the police were called many times for loud violent fighting, drug use in the parking lot, the two going around to others in the neighborhood at night and terrorizing others. (The same landlord owns every property on the street.) The couple was seen selling and buying drugs, they were heard buying and selling and all the activity was captured on security video. Hundred's of calls and text were sent to the landlord and his co-partner his mother. On December 26th 2019 his mother promised me and the other renters on the block that the eviction process was started and the basement couple would be out by January 26th.
We waited. They did not move out. We were again told they would be out within a month. That dragged into March, Covid19 froze all evictions.
Toward the end of May, when June started to approach again the landlord started to reassure the other renters that the couple would be evicted, in June the restrictions would be lifted and all the landlord had to do was resume his current eviction process. The basement couple is still there, but it has gotten worse.
Today there are 9 people living in one of the single room studio apartments. The other single room studio apartment was rented to a single man with a severe mental disorder. I spoke to his parents and learned that the basement couple is taking advantage of him and his disability to their advantage. At times there have been 4 people living in his apartment.
They use the entire parking lot for their personal outside fun and pull up and do drug sales. The outside paved area is supposed to be my driveway to my parking area but I can't use it. When I did try to park back there and had to ask them to move or one of their drug customers I was told no, wait, or even threatened. I now park on the street. My son's apartment has a living area and a bedroom, his bedroom is directly above the basement couple's exit door and main sitting area, it reeks of cigarette smoke and pot smoke. They have an indoor cat and dog, they have not potty trained the dog. So my son's apartment also reeks of urine. When their dog is outside it poops right by their door and they do not pick it up. Also they pile their trash by their door. So if we sit outside on our back deck we smell excrement, pee, and human trash and waist. It is repulsive. Of course video, photos and text messages and phone calls have been made to the landlord in times beyond counting. Nothing. Everyone in the neighborhood has stopped calling the police, the monarch of the group tells the police very excellent lies, she has done this many times.
My son has had to close off completely his bedroom, he can't use it due to the smell. We can't use our parking, in both cases these are areas we pay for in our rent, but now can't make use of. I pay my rent on time every month, made some very valuable improvements to the cottage without expecting any repayment, and we do not smoke or cause problems. But because I have complained about the basement couple the landlord has suggested me, my wife and son move.
The couple in the other upper apartment no longer stay in it. They are staying elsewhere for the most part , the wife has serious health issues and is unable to breath in their apartment. I fear they will move and the landlord will allow some other drug addicts move in.
Every renter on the street has complained, all the ones who pay their rent and take care of their homes. I mean suggesting to a renter who pays their rent and takes care of his place to move because they complain about living next to drug dealers.
The basement couple have also been heard talking about having weapons hidden in the apartment in the event of a shootout and they openly carry weapons, mind you some are on probation.
We can't get help from the police, we can't get help from the landlord and everyone on the street lives in fear.
The basement people have broken the rental agreement in several ways.
1) No smoking inside building. (cigarettes and pot)
2) No loud music or parties. (Raging loud rap music with porn lyrics and extremely loud arguing using the F word a lot. Loud parties with lots of people in the parking lot.
3) Using drugs.
4) Buying and selling drugs.
They live at 401-C Clark Street Livingston Tennessee, the apartment around back.
Another new concern is they have started to move out into other areas of the neighborhood. They now congregate around my sons car (their drug customers have nearly hit my sons car several times) and they have ventured into his yard and around his porch. We had to move my sons basketball goal to behind our house because they wanted to use it. My sons apartment has a clearly defined area that is his yard and parking and they have now taken it over.
They have also started to venture across the street into the yard of the two single sisters at times. Those two older women are very sacred. And now they have crossed over into our yard many times. On video Sean Collins can be seen sneaking and hunched over approaching our yard. They have been seen in the bushes along the fence line. We think he is scouting, the have stolen from others,we have that on video.
If we call the police they always say they are looking for their dog or cat.
We have no recourse.
