Covid19 Abuse

Recently my landlord shared something shocking with me, something that never occurred to me. In my town my landlord has about 50 plus homes or units to rent. Many of his renters obtain Social Security benefits of some kind, therefore during the Covid19 restrictions and job losses nothing changed in his renters income. However he shared with me that a large percent of his renters stopped paying their rent, because during the Covid19 restrictions they could not be evicted.
Now there are two items that simply do not make sense.
1) Even if you can't be evicted until June, you can be after June 1st because you can't make up the past due rent. The temporary restriction was clear, if you can't pay your rent during the lock down you can't be evicted, however you still own the past due rent after lock down. So although all those people did not pay their rent, on June 1st they owe all that past due amount or, eviction.
2) If your income was not affected by Covid19 in any way, why would you stop paying your rent or your bills?

I do not understand the thinking on this matter but it appears on June 1st there will be a lot of evictions that are the making of the renter alone.
