I just spent over an hour with another IT Friend and we discovered the cause of JW Library crashing and not updating .JWPub files after Windows 11 22H2 update. This is detailed so he goes.
The jwlibrary.exe file is located in the ProgramFiles folder under WindowsApps. I took ownership of the folder and was unable to execute JW Library. Using Event Viewer the JWLibrary.exe points to System32/Windows.UI.Xaml.dll file. It needs this file to open. With Windows 10 and Windows 11 21H2 this .dll file is much different and even smaller. During the Windows 11 22H2 update the .dll files in the image below are replaced and the most critical Windows.UI.Xaml.dll file that JW Library needs is altered. This change is the cause of the crash upon opening and not allowing .JWPub files to install. So we changed the name of the Windows.UI.Xaml.dll to .old and installed the 21H2 version. The computer would not boot to desktop but we were able to get command line access. From that we reverted back to the 22H2 .dll file and the computer booted. We tried this two times to ensure that was the issue. When we replaced the .ddl file with a 21H2 version JW Library crashed within a nanosecond. So the issue is with Microsoft replacing critical .dll files that the JW Library must have in order to run. This is not a problem with JW Library but is with Microsoft. Until Microsoft issues a patch for these .dll files it is suggested NOT to install the 22H2 update and if you have please follow the instructions in an earlier post to revert back to Windows 11 21H2.

As posted here, after updating to Windows 11 22H2 the JW Library would not remain open, then after upgrading to the feature pack JW Library would not install .jwpub files. It appears someone has found the cause.
"Microsoft’s digital certificate expired. Looking at our forums and Microsoft community forums, the problem appears to be widespread. The culprit appears to be a bug that came with an expired digital certificate. As such, any app dependent on that unknown digital certificate is likely prone to the crash occurring. There’s no official fix as of yet, but Microsoft has confirmed our report in an update posted to the Feedback Hub, stating that they’re aware of an issue with Windows 11 causing these apps to crash:" The quote includes several apps that are affected. It appears that 22H2 has somehow altered the Microsoft Digital Certificate security and it expired the certificate program. So the issue is not with the JW Library but with Windows and Microsoft and if that is the case the ones working on the JW Library can do nothing until Microsoft issues a patch to fix the certificate problem. So the best solution is to roll back or reinstall Windows 11 21H2 and stop all update until a patch is issued. ***UPDATE 10-25-2022***** This appears to be the cause of JW Library crashing. I have tried everything in my experience to get the JW Library to function with Windows 11 22H2 and there is simply no way. I have not encountered and other app that is rendered useless as the JW Library is with Windows 11 22H2. As I was working on the problem it almost seemed to be done on purpose, that Microsoft itself was behind rendering the JW Library useless on Windows 11 22H2. But I do not think that true. I have read many sites where ones are asking for help to fix the JW Library on Windows 11 22H2 and at this time there is nothing that can be done. So what is broke?
1) Loading, as in my pervious post I explain how to work around getting the JW Library to load and that still works but.... 2) Updating the jwpub files. Once you get JW Library up an running there is no way to update the pending jwpub files. Granted there are some out there posting they got this to work or that, but be aware those solutions may work one time and not again. Sadly I found only one working solution. Backup your computer to an external hard drive, download Windows 11 21H2 and do a fresh install. Once you are up and running DO NOT install the Windows 11 KB5017389 (22H2). It will show up as an recommended update the first few times you check Windows Update. So get the .net and driver updates then set Windows update to PAUSE for 5 Weeks.
